Try reflashing the PCM....it may have been damaged in the wreckif you got it from the Burban.

We've replaced the DBW throttle bodies on customer vehicles that were doing the same thing. We had them re-flashed after the install to cure some quirky things that were happening.

if you replace the pedal ,and tach module,, have you check the wire harness,, maybe a wire got damage?
on my swap the same thing happen but it was because I had everything hooked up and I hook the pedal last and it wouldnt work, I tried and tried things with no luck,, then I unhook the battery and hooked it back and it work just fine,, I guess if you connect the tach module and pedal after the pcm , the pcm wont read it until it gets reset.. just my experience .. good luck

pull on the wires that go to the throttle body connector about 6 inches away from the connector, i see this very often, the wires will be broke inside the insulation and it will ohm ok but when you pull on it, it will come apart.
edit: if that doesnt work build a harness from the throttle body directly to the tac module, have had to do that a couple times too due to a previous retard playing with butt connectors.

whenever you turn the truck on the throttle body blade opens all the way up and then closes...wouldn't this mean its getting the proper voltage?

That means the tac module works. So the problem is the pedal or pedals harness. Make sure pedal is connected. Discconect the battery for a few min. The re connect battery and try it. Good luck

Try lt1swap.com. There's no power between the pedal and the TAC, just communication wiring. Here's a link http://www.lt1swap.com/dbw_2.gif
