Default No TOSS signal to PCM?

I've got a 2000 LS1 in a Jeep Wrangler. The original owner installed a compushift for the 4l60e tranny. At the moment, I'm fairly certain the PCM is not getting a TOSS signal. I hooked a scangauge up to the obd2 port and it is always showing o mph. The compushift is supposed to have a TOSS output wire.

I read somewhere that for the engine to run properly the PCM needs to know the vehicle is moving. What kind of ill effects might I have from the PCM not knowing the vehicle is moving? It does seem to be running a bit rich. Also, I noticed on the scangauge while trail riding it was switching from open to closed loop a lot.

Do you all think I can just find the compushift toss output wire and splice it into the vss input on the ls1 computer (C2 pin 50 dk green / white)?
