The only 2 absolute facts that I have perfect recollection of are these: a 2.5" straight open pipe is no restriction at 260 HP, and the rule of thumb is 2.2 cfm per HP.
This is useful for mufflers like DynoMax SuperTurbo, which come with the CFM they flow. Hooker also provides this with some of theirs. But others, like Flowmaster and Magnaflow, they won't tell.

It depends not only on the horsepower of the engine, but also the size. There are 600hp Supras running single 3" exhaust pipes while you won't see any F-Bodies at that power level with less than a single 3.5" pipe. Dual pipes double the capacity, but over 250hp (per pipe), the 2.5" size becomes a restriction, less with non-mandrel bends.

I wouldn't go by CFM specs on exhaust because each motor puts out a certain amount of exhaust velocity depending on engine power & size, exhaust pipe size, power adder...
