Can VATS be disabled on the late production E38 ECM's?

Can VATS be disabled on the late production E38 ECM's?
I have a 2010 Camaro engine wiring harness which uses the E38 ECM that I'm using for a conversion project.
I've read some info that later production ECM's cannot be used without the body control module and anti-theft module with the corresponding VIN.
This is done for warranty reasons as GM does not want owners swapping in a 2nd ECM and tuning it. Thus the car will not run as only GM can flash the VIN and they only sell a PCM with a core return.
Is this indeed correct?
