Default Fuel pressure with Vette FPR/filter?

I have a fuel pressure sender hooked up to my fuel rail. I am using a Supra pump, Vette FPR/filter, and mostly stock. With key on engine off, I am seeing 58psi fuel pressure, and with engine idling/running I am seeing a constant 68psi. I thought this FPR was supposed to always provide 58psi? It is NAPA part # 3737. What would cause it to perform like this?

might be a bad one... yes, it should be at or around 58psi regulated even with running at idle or WOT.

Take it back and get another one... get a AC or WIX...

I get around 62 with mine, and when it went bad I was seeing around 20psi.

Could be: Pump is running over the regulator...
AT KOEO, there's a 2 second pump on time, and then off.
With the engine running, the pump is producing more flow than the regulator can handle.

Or: insufficient flow capability on the filter/reg return line??

This was going to be my guess too. Also Napa filter #3737 is a Wix filter.
