If I was trying to avoid welding I would rivet new sheet metal in.

You could also use panel adhesive like is used to assemble many structural components of late model cars.

Looking into it both of those look like they would work, at least for the few thousand miles I'd be putting on it. I had no idea panel adhesive existed, it's amazing what you can glue together these days. $40 isn't bad for the adhesive, $100 for a tube of it and the gun, I suspect both might be cheaper on ebay.
