the fbody crank pulley is for 5.7 6.0 on summit...from my understanding it should fit on 99 5.3 correct?

(doing ls swap with fbody water pump but not sure on the dampener set up)

also do i just get a regular accesor tensioner that bolts to water pump or is there something special i need to get

That pulley should work fine. Tensioner for an F-body will work.
