Can I cap off the return on my 4.3's fuel rail if I have the fuel pressure regulated before the rail?

Here's my reasoning if it would help:

I'll be swapping in an LQ9 with LS6 intake into my '02 S10 soon. In the meantime, I'm doing the Blazer tank conversion. To avoid having to disassemble my fuel system and make new lines twice, I'd like to install the filter/regulator assembly while I have everything apart now.

The truck still runs/drives as all I've done is removed the bed and mounted the Blazer tank. I have to keep it drivable until the swap, and I'll switch everything over to this tank once I have the fuel lines sorted out since it'll just be a few hour's work.

I want to install the filter/reg near the Blazer tank, plumb it's 3/8" feed and 5/16" return with factory-style nylon hose and connectors, and plumb the 3/8" supply to the fuel rail with hard line. I'll use a short piece of flexible hose (braided PTFE) to connect the hard line to the rail.

What's kind of psi is typical on the return side?
