Default What is going on with my wiring?????

I'm in the middle of an LSX swap on my 1996 and the other day I hooked up my engine harness to unlock the ecu and start working on the startup tune. Hp tuners was unable to read the vcm. I thought it was some of the wires in the engine harness got mixed up when I did the conversion. Nope. everything checked out. Turns out I blew the PCM BATT fuse so I replaced it. As soon as i go the new one in, it blew. long story short, I broke out the multimeter and it appears as though the positive side of the system had no continuity to the under hood fuse block, but the ground did. I crawled under the dash and disconnected the distribution block and lost ALL continuity. What is going on? I'm completely stumped. All the key on and hot circuits appear to be grounding out. Is there anything you guys can think of to try or test for?
