Here are my local options
Complete running 99 GMC 4x4 with 26k on replacement engine $2,100
03 LQ9 complete with 06 4L60 LQ9 has 86k on it $2,000
01 5.3 and 4L60 5.3 has 133k on it $850
I have a budget of around $4,500 for my engine / trans combo and was wondering what would be the best platform to start with or should I be looking for something else? Want to get the most bang for the buck!

I personally think this is too much for a 99...you didn't say if it was a 3/4 ton with a 6.0 or a 1/2 ton with a 5.3...

I think this is still to high for a "used" engine...but better than the above deal. (I know guys are plumb nuts about the "6.0's"...so, he'll probably get that.)

I think this is a pretty good deal...I'd buy this...even if you don't use it, it is good "tradin'" material.

What are you using it for?

You don't mention if these engines are complete drop-out, or long block, and whether they have accessories or not.

In any first build, your money is best spent with a drop-out, or complete engine assembly with accessories. Those little nuts, bolts, brackets, and the wiring harness add up quick.

Guessing it's going in a 70 C10?????
What are you going to do with it.
If just a weekend cruiser, 5.3 with lower miles than the one above.
If you like to drive hard, the high hp 6.0 LQ9 is a great choice, but you typically pay a premium for the LQ9s.
If you're going to actually "use" the truck, including towing, etc, find a 6.0 LQ4, preferably out of a van (4L80).
You might want to avoid the less desirable 99-00 motors with iron heads.

Sorry all.
building a 70 C10 short stepper. tube frame with Flat Out Engineering's C4 front cross member and my own solution to running C4 IRS in a C10. I have been at this build for 5 years... Many many changes. I've had it set up with SBC, BBC, and last but not least a 68 Caddy 472 backed by a th400. full tubular front and rear posi disc ect. Decided I want LS power and reliability. When done I'd like to have a truly custom truck that will hold its own on the street and occasional trip to the strip. Considering that my Auto ADD has already cost me north of 20k with nada to show for it I thought that I'd do the smart thing and ask the pro's!
I am leaning towards the 03 LQ9 for $2,000. That would leave me $2,500 budget to stick in it..
Or is there another / better option?

LQ9, probably the best bang for the buck, about 400hp stock. It's a heavy truck, so the extra lbs of the iron block wont matter much.
You can upgrade to the LS3/L92 heads, intake, cam, etc later and easily be near 500hp.
One issue with my 02 LQ9 is the higher compression. Hard driving on hot days with 87 octane, you can feel when the knock sensors trigger spark retard.

If you want to go boost later I would go with a 5.3, they can make plenty of power and are a ton cheaper, if you are going to stay NA the LQ9's are great, I would try to buy the LQ9 without the 4l60e and get a 4l80e to go behind it. If you make halfway decent power you will tear up the 60.
