Default ls1 bmw e30 emission legal texas

I have an ls1 swapped bmw e30, I live in Florida, the car has no Cat's (there is no space) and has a true dual 2.5 with a big magna flow muffler. Car has no EGR, EVAP or AIR.
I am moving to Texas and I want to bring the e30 with me. Being that the car is 24 years old in 2015, will I be fine with safety inspection only?
If so, do I have to put the EVAP system back on, as it was the only system present in the e30 originally (with exception of the catalytic converters).

If I have to put the car on the sniffer, I have a SNS stage 3 with no cat's, therefore I will never pass. Will provisionally putting the stock CAM back in and welding two cats make it pass?

Where are you moving specifically? There are some counties that you may be ok in.

I will me moving around Houston/Conroe Area, which, If I am correct, is an area were smog testing is done.

The car is a 1991 BMW 325i, it has a 02 Camaro ls1 with a GTO t56 and a 3.73 bmw lsd. The ls1 has 799 heads with new springs/valves/retainers and a SNS stage 3 cam with block huggers and a custom intake
The car needs to get tuned and need a larger set of rear tires (16" wide low profiles are impossible to find..)
Everything was done in my home garage in during my free time, took about 4 months to do the whole conversion, I am now switching to hydroboost for the brakes as the vaacum booster don't work well at all.

I was thinking I can put a set of catalytic converters to quiet the car down a little bit, but I think that without AIR and with a big cam I will still no pass for NOX nor CO2

Well, Harris & Montgomery counties are both in the emissions zone. But, they only do cars from 2 - 24 yrs for emissions so you should be good.

That's what I'm afraid of, the car is exactly 24 years old, 2015-1991=24...
Does that mean I am still exempt? Should I just call a random emission shop and just ask.

worst case scenario you could let the car sit in the driveway for a year? im sure that would suck, but at least you wouldn't have to sell it

Car needs to be 25 years old to be exempt. So you need to wait one more year.

Do I have any chance at passing emission if I install catalytic converters and put the stock cam back in?
I have no AIR, no evap and no egr.

Can I get the car tested as a 2002 so that they only use obd2 to check?

I'l bee running in to this soon, although I should have space for CATS. I am thinking of fabbing a dedicated pipe just to run through the sniffer.

If Texas inspects the swap like many other states do all of the smog equipment that came on the car must be there and all of the readiness monitors must be set, though you can force these on with tuning software. Your cam will definitely hurt your chances of passing smog as I've heard only mild cams can pass. In California you must have the cats in the stock location (down to the inch) and I believe stock headers. Here in Denver if you pass smog, equip check, and readiness monitors the exhaust equipment.

But we're talking about OBD0 and OBD1 cars, the process should be easier.

Just use a friend's address for registering this year. Hell, use my address, we have zero emissions crapola here. Drive over and pick up your slip...

So after a bit of research all stock smog equipment must be on the engine and you have to pass smog per the requirements for the LS engine as mentioned above. I'm not sure what becomes easier with an OBDI car since the engine is OBDII. The car still needs to pass the smog limits for the year of the engine not the car. Also you don't need the smog equipment that came with the car just what came on/conjoined to the engine.

With your cats and stock cam installed it might pass, but if it doesn't taking the car to a tuner can get you to pass via a new tune and forced readiness monitors if they aren't all set. Luckily with the 01-02 motors you don't have EGR to worry about just the smog pump.


Moral of the story....wait a year.

I've been living in the houston area my entire life. I can't remember when I had a legitimate pass on an inspection. lol

I live in Harris county and I have a 1992 Lexus with a 2000 LS1 swap. Even with the stock cam and cats, I was unable to pass without the EGR/EVAP. One of the big issues was the VIN number that was pulled when the ODB2 port was used, vehicle VIN didnt match the PCM vin, auto fail. Second I tried having it inspected with a sniffer as ODB1, still failed as the NOX and CO2 were higher than the acceptable range for the systems data on the 2JZ. After speaking with the DOT and trying to find a way to get a legitimate inspection, I was told that it is not emissions legal to put an ODB2 engine in an ODB1 chassis and vice-a-versa, and there for the car is not legal in an emissions effective county. Now that I have my cam in and a few other things, I have given up on the "proper" inspection. Register the car in a different county or let it sit for a while.

Thanks everyone for the advice and the help offered!!!

I will be keeping my Florida residence until the end of the year, mainly due to the fact I am living at my company's house for another month or two.
I am going to install Cat's on the car to make it quieter and less of a target (it's already red!!), after that it's getting tuned and bigger tires (215s ain't going cut it...)
Hopefully driving around with an out-of-state plate won't be too much of an hassle, as I have seen plenty in my morning commute on I45.

Next year I'm going try with the "safety inspection" 25 years old cars have to pass, and see what happens then, I will be sure to report my experience
