Default stock tach gauge not working

i have a 99 tahoe witch with stock gauges

my motor swap is 5.3l and 4l60e with np246 out of a 2001 silverado
with painless wiring harness

my tach does not register on the gauge. i have taken my tach wire from the painless harness and connected it to the white tach wire from the stock gauge but nothing. am i missing step here?

I've been able to change the tach input in the ECM with HPTuners, no need for the resistor.
