Clean that crap out of the cylinders and spray them down good with brake cleaner and wipe off the cylinder walls, spin it over by hand a couple of times and repeat. As long as there isn't any damage to the walls or broken ring lands, you're good.

P.S., I have no sound on the computer I'm on so I really can't tell from the video.

Hard to tell with all that crap in the cylinders. Pop the pistons out and clean it as best you can, that will give us a better idea.

Yea, clean it up so its easier to see the sleeves. Its most likely had a crap ton of miles on it and looks like it was burning a lot of oil. And the water is probably from sitting out and not run anymore. The reason for not spinning all the way around could be mechanical damage but it might also be due to the water causing sleeve damage and a ring is binding up in it.
