I disabled VATS with the disable vats button.
wrote the program to the car then, the read and saved a seperate file to make sure it worked since it;s not starting.

Checked ignition at motor with volt meter 12.5 volts

I don't think there's a way to bypass this since the PCM uses a grounding signal to fire the injectors and ignition coil.
The PCM is surely shutting the car off after a couple of revolutions.

If I can't get this to work I might try a VATS RELEARN and add a resitor in the line.
Does anyone know which one this is for an 04 GTO I think it's the PU/RD one that goes to the BCM from the slip ring

what PCM service number are you using?
what yr/make/model VIN are you using?
its not VATS as you are able to retry (with sucess) to restart. as soon as
you release the start mechanism, it seems to sputter and die.
depending on system used and PCM used, id say not all of your power up
wires are in place. some use a voltage sensing wire to signal the PCM to
stay energized on startup. if wired like a simple fbody with fbody VIN three
switched power wires are needed.
