Default Headlight adjustment

I have a co-worker who had a no-name shop replace a stripped motor gear in the driver's side headlight. Apparently they didn't adjust something right and the driver's headlight doesn't retract all the way anymore. She's content to drive around with the lazy-eye look but it's driving me nuts seeing it like that so I want to fix it It's an 03. Where is the adjustment for closed position?

I tried manually turning the motor. When the headlights are turned on it goes up just fine, but when they are shut off it goes all the way down, then pops back up to where it was before.

There's a tech notice from GM about that. Search Corvette Forum for it. I saw it not too long ago.
