Default Trying to install these manual brakes! Help

Ok I got strange front drag brakes and I'm trying to install this manual master cylinder. I did the one inch hole on the pedal and bled the hell out of it. The pedal is hard as hell the wheel feels like it does not want to spin freely and when I press the brake pedal down it does not want to come back up it stays down

Any help

Did you bench bleed the master?

Take a picture of how you have the rod end attached to the pedal.

You have to have that washer in there. From looking at the pic its not in there. It will cause the brake to hang up and the pedal wont return all the way.
