most engines when tuned properly will have a very strong Torque/HP Curve that will be 2000 RPM wide
1200 to 1500 wide power-band is typical
if your Torque/HP Curve starts at 4500
then
4500 + 1500 = 6000 RPM
so installing a Torque Converter that launches the engine quickly into Torque Curve and keeps it there for majority of 1/4 mile , and on shifts
RPM doesn't fall below 4500 ...then most definetly will the 4500 RPM Converter go faster in both MPH and ET in 1/4 mile

The efficiency of the converter has a lot to do with trap speeds also. Its easy to get a converter to stall high but its another thing to get it to stall high efficicently.
An extremly efficient converter is gonna come close to mph'ing with a m6.
