Default Tires vs HP

Are 315/50/15 M/T Radials an overkill for 400-450rwhp

Is there some basic rule on tire vs hp selection?

Use the biggest tire you can fit, that's my rule.

with that said, I think you have enough tire.

Heres one thing to think about. Horsepower doesn't break cars, tires do. You can have 800 hp, but if you only have regular 275's on the back, you dont have to worry about your car breaking. The tires will only support so much torque, usually less than the rest of your car...ie:tranny, rear end. Which means your tires will break loose before your rear end will break off. When you put "too much" tire on your car, expect to start replacing parts, if you havn't already. But hey, the way I look at it, if it breaks, put something better in it.
