Well for racing you've got Maryland International(MIR) and Capitol Raceway both in your vicinity. Even if you don't race, you can still go and hang out with the guys that do.
For the shows/cruises this site keeps a pretty good list: http://carcruiseguide.com/carshows.html
Also we have a group called Mid-Atlantic Domestics(MAD), but last time I went by one of their meets they had a bunch Slobalts and Focuses.
The largest weekly meet in the region is Saturday nights in Glen Burnie at Marley Station Mall. It's for historic cars only though(pre-93) so you'll have to park to the side. But they draw 500+ cars on a summer night.

There's usually a meet at Brusters in Gaithersburg but I think they are waiting until it gets warmer for that. Whenever I'm in Germantown I try and cruise around a little but there isn't much of a scene out there. If you like drag racing go to capitol raceway for test+tunes on friday nights. Mentioned above there's a car show in glen burnie thats lots of fun to walk around at. Also check out Mid Atlantic Domestics. We do a bunch of meets and get togethers.
