Cutouts are illegal are far as MSP is concerned so the only risk you run is getting a repair order or a ticket for altering the vehicles exhaust.
For emissions I've had a waiver every year for the last 5yrs because my TA is lowered.
And no you won't cause any damage to anything, except for maybe rattling things loose.

Usually, but don’t count on it. I had always gotten wavers for the Vette until the last time I went. (Too low to drive over the rollers.)The last time the bitch told me to drive around to the front of the building and back into the bay. Still passed with no problems.

As far as emissions go, I wouldn't worry too much about having cutouts or not having cats. As long as you aren't throwing any codes, you're fine. I just passed the other week with Longtubes, ORY, and a Magnaflow catback. The people working there don't really care.

I just need the OBDII plug in scan, but I would have to drive over the rollers in order to get to the OBDII test station. The car is too low to drive over the rollers which are present in all the bays.
