Default Quick Q: can I clock TC78 hot-side?

I know cold-side can be rotated, but what about hot-side? Can I rotate that?

Yes, but they are sometimes very stuck, and may require muscle and becareful not to damage the turbine.

If I won't be able to clock it, at what maximum angle from vertical can central part be mounted, so that oil drain is not affected?

up to 30 degrees for the oil drain

you can loosen the bolts on the turbine housing and the compresosr housing and spin everything on the rotational axis.
