Default having problem with aftermarket fans

Fans not coming on, I have two aftermarket fans, both have a positive and negative wire terminal. they worked fine before the motor swap but now I can only get them to come on if I jump the relay's with a wire. I tried swapping relays and fuses already

Did the tune or computer get changed too? Maybe the setting is higher. Is the computer seeing the correct engine temps? ECT sensor ok? Did you switch from a 98 ecm to 99+? Do you have 12v on the opposite side of your signal wire of coil on the relay, either 85 or 86? One side should be ign+ and the other gnd signal(fan turn on) from ecu.
