Default Ported vs Non-Ported Compressor Covers & LS Engines

On the LS based builds that are done, where and when is a ported cover an advantage to a non-ported cover ??
Twins ?
Singles ?

The below is an excerpt from Garrett's website:
http://www.turbobygarrett.com/turbobygarrett/surge_line

"Surge is most commonly experienced when one of two situations exist. The first and most damaging is surge under load. It can be an indication that your compressor is too large. Surge is also commonly experienced when the throttle is quickly closed after boosting. This occurs because mass flow is drastically reduced as the throttle is closed, but the turbo is still spinning and generating boost. This immediately drives the operating point to the far left of the compressor map, right into surge."

This is the only quote I have of a credible source, but I have been researching many other places to understand "IF" there is a reason to the trend of more ported turbo covers being used.

The use of BOV covers the second reason for surge, we all do this already.

Are ported covers really just for the 2.0-3.0L guys making 1000-1300HP and is wrongly carried over to other platforms????

Thanks in advance for chimming in.
