Default Idler and pulley questions

When is it time to change out or upgrade an idler? I have a belt that has been super tight, so much that it is a freaking pain to take off or put on. I'm wondering at what point is this stressful on the idler? Additionally, idk if this creates an even louder whistling noise. This charger seems louder than a normal V1 T trim. I wanted that noticeable whistle, but didn't realize how overwhelming it'd be. It is what it is, but if the idler can be a culprit, then I will check into it.

So regarding this belt I mentioned, I've decided it's time for a pulley change. The shop couldn't dynotune because of belt slip. I never imagined a tight belt could slip! Couldn't find a belt sizable to avoid this issue. So I'm going from a 2.95" pulley to possibly a 2.87". It's an option at least. Or should I go more towards a bigger 3" or larger pulley to maybe cut down the noise level, have less heat produced, although at the cost of possible lesser potential power?
