Could it be valvetrain??
Would weak valve springs (or broken or bent pushrod) cause a strange vibration at lower RPMs. When the cars in nuetral i rev the car up just a bit and it seems to have really bad throttle response and the RPM's come down really slow, and around 1100 RPM it stops for a second and vibrates the car a little bit, then finally goes back to idle. You can even feel a slight vibration at idle.. At higher RPM's in nuetral it doesn't seem to do it but might just be harder to notice. And in gear it's not very noticable at any RPM's.

Do you have an Auto or Manual tranny? If you have a manual tranny have you recently installed a clutch?
Oh I just read the part that your RPMs come down when you reach a certain RPM. I have bent valves before and the car will not idle at all because there is too much vacuum. Sounds like a tuning issue or fouled plug.
