Default Motor Build

I'm looking to build my car to run in NMCA Street Race class. ( http://www.fasteststreetcar.com/2006...treetrace.html ) The cars are running in the 9.0 - 9.3 range so I figure need around 900 crank hp. I can run up to a 360cid engine at 3300 lbs with a max cid of 415 cid with a 10lb penalty per cid over 360. The 3 big rules are the heads have to be under 220cc intake runner, inducer wheel under 72.5mm with no cutting down of the wheel, and max lift of .550 but any duration. I think my best bet would be to run a S70 turbo, 347, and slightly ported AFR 205's. The turbo should be good for 30psi and 8000 rpms by my best figures. Would a 370 be worth the 100 lb weight penality with the small heads and turbo. Do you guys think a ls1 can make the power I need with in the rules? Any other suggestions on turbo sizing or heads?
