Default Catch can question

I bought this cheap catch can, came with everything it said it would, and isn't too bad of quality, but... I have not been able to figure out what this piece is in the kit... It's the little deal that looks like a check valve, just to the left of the blue hose. One end is open like a regular fitting, that you can blow through, the other is solid as if to plug something, not sure why, but was kind of hoping someone would know.

Here is the kit...

I have no idea what thats for with it being solid on one end like that. But my catch can setup doesn't have anything like that at all and everything is fine

is it a one-way valve? you can blow in one end but not the other?

That's what I thought when I originally looked at it, but the piece is physically cast solid, no hole, no valve, nada, it's solid on one end, and hollow on the other... very strange. Who knows what it's for, no big deal, was just curious.
