Attn: New trick for FI FMIC?
Check out this firehawk, it has the large FMIC in behind the bumper, as well as what appears to be some sort of mechanical/folding license plate mount? You'll notice the black rim going around the license plate mount on the bumper... Not sure if anyone has ever seen this before, but it does proove to be useful and abides by any local laws that require the front plate to be mounted. Anyone else have one of these? know where to get one? or what it is even called?
Also, for comic releif (pardon the pun)... see image below

Wonder if you can just pirate some parts off a electric cutout and rig it up to some sorta hinge on the plate? Would have to be strong if you wanted to close it at highway speeds though! Or possibly an old mechanical choke cable from a carb setup if you wanna do it on the cheap?

my plate is up under the bumper but from 5 ft you can see it great. plus it doubles to push air onto my intercooler as I have mine mounted to te radiator but dont have in view from the front.

Many don't enforce it though. I want to believe that if a cop tried to give you a ticket for that, you could just point out the fact that you have a huge freaking FMIC there and that a front plate is not possible... I'm sure they would understand .
