Default Wastegate Question

If I'm running an 11 psi spring in my wastegate, should it start opening at 11psi or should it be fully open? I was thinking it should start at 11 but thought I'd ask. I think my wastegate is acting up ,but not sure.

it should be fully open by then....

It's real easy to check with a compressor, a handpump might work too but i never tried.

I checked it with a squeeze bulb and gauge. It starts opening at about 5 and is fully open by 11 or so. For some reason my car won't make more than 3 psi of boost. Any suggestions on other things to check? Can I check anything else on the gate or should I look elsewhere? Also, when I was manually putting pressure on the wastegate lower port I had to costantly pump my squeeze bulb to build any pressure,wouldn't even hold 1-2 psi.
