Default Possible vacuum leak?

I have a friend running a 408 on 9 psi and he says he has lost some serious power. I asked what his boost gauge is reading and he says it stays at 9 psi but the a/f ratio gauge is at 10:1 (which is the richest it reads). Also when he lets off, his car idles at around 2000 rpms then will slowly drop down to around 1100 rpms (iac motor adjusts). I thought that he blew out one of the o-rings on his intake manifold, and it's causing a vacuum leak, and also when he goes into boost, the pressurized air leaks out of his intake.

I told him to come by tomorrow and we can spray carb cleaner around his intake manifold to check for a vacuum leak. Do those o-rings usually go out often for boosted cars?
