Default FI Newbie question

I posted in the Small/Big block Chevy specific forum about a build I'm doing with one of those cheap E-Bay turbo kits. You can flame me as you will, but please answer my two questions. I've posted links below to a couple of photos of a small adapter-like piece that I have no idea what it is and the ridiculous arrangement of the intercooler. What the hack is that little adapter for and what's up with the intercooler? It looks to me like the IC should be mounted flat and that scoop-like addition to the back is supposed to channel air through the core. Correct me if I'm wrong and flame on!

Nobody here can help me with this? I know it was a dumb move in the first place, but I'd like to at least try it out (and hope it doesn't eat my engine).

That does help a lot, thanks! As far as that other little part, I still have no idea. It looks like some sort of one way valve or restrictor, but I guess I won't really know until I leave it off and something gets fried.
