Default Vac/Boost..

ive got two questions. one i couldent find at all, the other i found a lot of info but no real black and white anser

1) Vented Opti

with a boosted motor should the opti fresh air vent, the one that normal would go into the intake elbow. still be placed in that area where it will see vac and boost. or should it be put the air intake of the turbo so its always under vac

2) PVC

i know there is a lot of these questions out there. and i did spend a good 2 houres reading threw a lot of them. most guys seem to be running built motors and some 10+ PSI kinda deal

im wonndering two things
A) if a stock motor with lower boost 6-8psi really needs to worrie about changing up the PVC system at all

B) kinda related to A. i was looking at MM PVC thing and he said about never building possative PSI in the crank case..soo i had a thought* might be stupied but i thought i should ask* would it be safe to always have the PVC system under vac. like running it infront of the turbo, same kinda idea as the opti soo that there is always vac. or will that cause some sorta problem like....sucking oil out of the motor via the pvc system and making it gobble it down????

I plumbed mine into my headers and it worked well.
