Will a fuel pump whine when it is about to go out?

Possibly, but also so will a clogged fuel filter or pickup sock.

the car has trouble starting sometimes and the fuel pressure has started reading low today (5-6 psi lower constantly) and a whine has come from the general pump area.

Replaced the fuel filter.

Still has the whine coming from the back and the psi drops a lot under full throttle. Is the pump toast? It sits at about 57-58 psi driving around.
