Help with 98 Fuel system

Help with 98 Fuel system Okay here is the the deal.. my car is a 98, i swapped the fuel pump out with a racetronixs setup, i ran the harness and the ground and now the pump will not bump..
I do not want to put the fuel tank back in the car until i am sure everything is working the correctly..
When i turn the key i have power and i checked the fuel pump fuse up front/ no issue..
Anyone have any ideas of what else i can check? There is no fuel in the tank, would that make a difference?
Any ideas or suggestions would be helpfull.. Thanks in Advance
