P0200 Injector circuit malfunction (incorrect voltage)

2002 tahoe z71. Cylinders 2,4,6,8 injectors not pulsating or stuck open.... Need info on this. Its driving me nuts. If anyone could help. Thatll be awsome.

Check the fuse?
Check the harness plug?
Check for voltage w/ a test lite?
