Default How to drop pressure while retaining lots of fuel????

My problem: I need to run less than 50psi base pressure in order to get my 160lbs high z injectors to idle decent. They are billet atomizers. I can not get fuel pressure to go below 52-53psi.

My setup: Dual in tank walbros, -10 feed line, Aeromotive 13101 regulator

I have the -10 going to a Y block then -8 feeding each rail. Then to the regulator which the return is a -6 and uses the stock feed line as a return.

Im probably upgrading to bigger pumps, they will be on all the time, no Hobbs switch or anything like that.

Im guessing the return on this regulator is way to small to allow any pressure drop. What regulator can I run? How do I get about 40-45psi base pressure yet still have enough fuel when I need it?
Its E85 370ci, PT76GTS turbo,

Either run a regulator with more flow-through capacity, or stop running both pumps all the time.
