Default High Fuel Pressure

I was getting 62-68 psi at idle. It doesn't stay on a specific pressure when running. When I turn the key without starting the car I get a constant 48 psi. I went ahead and replaced the FPR and the pressure stayed about the same. Now it reaches 70 psi.

I have racetronix pump and hotwire kit. It's the FPR on the pump. I have a small gauge installed on the fuel rail, and an aem digital gauge in the car. The one on the rail doesnt bounce around like the digital gauge does but they both reach 70 psi.

Any ideas?

Just an update to maybe get some help. I took out the new FPR that I purchased from Racetronix and now the gauge is reading 0 psi. So there isn't anything blocking the return to the regulator. So I'm thinking that either both of my gauges are off or my new regulator is bad. Is there any other reason this could happen? Like something in the pump module?
