Default Ls1 fuel Pressure help!!

I have a 1998 ls1 Camaro I need help with the fuel pressure. pressures is lost once I turn my car off. The fuel pressure is at 60psi one I have the car running. When I turn ignition the fuel is at 20 psi. But then the pressures lost like In one min. I this normal?. How can I check where fuel is Leaking from? The reason I started looking in to it is because my car takes like 4 seconds to turn on. If I turn the car off its will start right back up if I let it sit for 5 mins it will lag to turn on. Thanks guys please help

Since it is a '98, my guess would be the regulator. These are known to bleed off as the plastic body distorts over time allowing a fuel pressure bleed down.
