Rich a/f cost how much power?

Rich a/f cost how much power? Hoping in in the right section. Basically my car is running 11.5 at wot. The car was sd tuned on a dynojet for 12.9-13.0. For some reason I'm running richer. Could the hotter weather be the cause. Only reason I ask is because I ran a car that I know I should pull and was dead even. Would a leaner a/f give me my edge back.
