Default Gas tank pressurizing problem

Everytime I pop the gas cap its under PRESSURE

the vent lines are all open on the tank, but Im wondering if one of them needs vacuum or something possible to open a check valve? I thought the vent was ran open to the intake manifold (the evap line stuff) but does it need vacuum pulling on it to open it?

Default pinched line

Check to see if you have a pinched fuel line.

evap solenoid is in the engine compartment

on LS1's it is on the left side of the manifold and has a line that goes to the t/b and the other to the charcoal canister

on LT1's its on the right side of the manifold

the EVAP pressure control valve controls vapor flow to the canister on LT1s. engine vacuum should hold this valve open when the engine is running on LT1s. when the car is off a spring closes this valve until about .7psi has built up in the tank. vapor pressure overcomes the spring and vapors flow into the canister until the pressure spring closes again. LS1's have a line tha goes straight to the canister with no valve. the charcoal canister is(should be) vented on the bottom to atmospheric pressure on LT1s. on LS1s the canister is closed but has a PCM controlled vent valve. either way, if this is blocked and the purge valve doesn't work or is disabled, it may allow pressure to build up.
is this an LT1 car or an LS1 car(sig says LT1 but this is the LS1 section) from there i can explain more.

I said what solenoid because it doesnt have one any more. Car is an LT1 car, charcoal canister is removed, LT1 gas tank (right now only the feed and return fuel lines are hooked up) LS1 motor, the LT1 EVAP line is in the engine compartment, but there is no EVAP noid to hook it too
