Default Fuel pump not pumping???

I completed a gen1 sbc swap and the pump will no longer run. I originally intended to use the stock oil pressure switch so that when the pcm sensed oil pressure it would turn the pump on. But after cranking the car i still had no fuel pressure. So i then grounded the green/white fuel request wire coming from the fuel relay and still nothing. Re-grounded the black/white ground wire, and reattached ground wire and crimped it to the fuel request. I checked the voltage in the purple fuel pump wire back by the tank each time and it was only receiving around 4 volts! Im truly puzzled. Any ideas anyone?
