Default fuel sending unit

how do i know if my fuel sending unit is broken or not?? I know our gas tanks hold 16.8 gallons, and the other day I was on the e line and filled up completely but was only able to get 11.9 gallons in the car. I know something is wrong here. Can someone please help me out?? It also seems like I get horrible mileage(10-11mpg)and thats with a light foot. Anyone able to help me out??
