Default top speed

I have 3.23 gears and the car tops out at around 155 if i put 3.73 gears will the top speed drop

yes, your top speed will drop with lower gears

Thats a 15.5% decrease in speed going by gear ratio difference alone, which would result in approximately 131 mph top speed. Your actual final top speed will be above 131mph, due to the horspower required to overcome aerodynamic drag is much greater at the higher speed.

Why does it top out then, rev limiter or speed limiter or not enough power? What RPM are you seeing when you are at 155? You will run higher rpms with the 3.73s so if you are hitting your limiter then your top speed will be slower.
