The ABS controller detects wheel speed mis-match and asks the PCM to reduce engine torque which the PCM does by reducing ignition timing.

I also think it individually controls your brakes too doesn't it?? I hydroplaned and my low trac light came on with my ASR on and it felt like it applied the brakes....

There are 3 stages:

if EBCM determines that wheels are spinning, EBCM asks PCM to reduce engine torque and so PCM retards timing;

if EBCM determines that wheels are still spinning, EBCM asks ASM to reduce engine torque and so ASM asks ACA to close throttle angle (in F-car you feel throttle pedal pushing back);

if EBCM determines that wheels are still spinning, it applies either of rear brakes.

EBCM = electronic brake control module.
ASM = accelerator and servo control module.
ACA = accelerator control and adjuster.
