Default Ticking sound coming from passenger rear....Axle bearing?

My G/f's car '99 formula has a ticking like sound coming from the passenger rear of the car. Looking through the helms manual it sounds like an axle bearing going bad. The noise goes away when she applies the brakes. Does this sound like a bearing going bad? If it is the bearing how hard is it to replace. In the manual it looks easy to do except it looks like you need some special tools to re install the new bearing to make sure it goes in the right distance and also another tool to install the housing seal as well? Anyone know where to get these tools or if you definately need them?

Thanks,
Will

My brother has a 95 formula that was doing that. It's something rubbing in the disk brake assembly not the axle itself.

Forgot to say that I've already checked the brakes. Taken the whole caliper off and even swapped rotors side to side and it's still doing it
