Default 9 inch axles witht he backing plates

Im doing the 9 inch swap and i was wondering if i need to put the backing plats on the axles first before the bearings? And i am also wondering if it matters which side the brake backing plates go on and which axle is longer? the passanger or the driver side?

Backing plate goes on first. The backing plates will have LH (drivers side) and RH (passenger side) stamped on them. And the passenger side axle is longer.
