Default Noise from Wheel Bearings??

Is it possible that bad bearings could cause a continuous chirping that goes away when braking, but seems to mimic the rotation of the wheels/tires, and can be heard worse at slower speeds?.......Brake pads and rotors are good.......THANKS!
