surface rust/corosion on gears

Default surface rust/corosion on gears

I am going to be cleaning up a set of gears and am wondering what is the best way to do so? Steel Wool or Sand Paper? The gears should still be usable without a problem correct?

I bought the Richmond gears used with about 3k miles on them and the previous owner had just a bit of corrosion where it looks like the bearing is going to be pressed onto the pinion.

Steel wool and wd40 ought to get the job done.

Wire wheel on a bench grinder,removes the surface rust but can't touch the tough/hard surface of the gearset.
