Mine does too in heavy rain.
98 TA also. Had mine for about 4 - 5 years. Mine has a aftermarket Ram air style hood that may lead to the issue.
Mine only sputters and acts up when the rain is pouring down and im not moving. Acts like it is drowning, but when I move it is fine. It has stalled one time and threw a code. Didn't get around to checking the code but I imagine it was just a misfire code.
Other than the rain issue it runs like a champ. I bought mine in 04 with 80k Highway miles on it. Havent put on much myself until I recently started driving 75 miles per day for work. up to 136k now.

My 98 Z28 does the same thing after i put on my SLP airlid and the smooth bellow. I put a new IAT sensor in it one night from auto zone and it stopped for awhile, but now it does it again it acts like a misfire in the engine. Can anyone help?

Do you have longtube headers? If so this will happen it the O2 wires are exposed. Even if you have them wrapped. I would check to see if they are getting wet. Wire splice or Connector! When they dry it usually stops.
