Default T/A doesn't rev past 4500 rpms in 1st & 2nd Gear

For some reason my 99 Trans Am won't rev past 4500 rpms in first or second gear. It feels just like its hitting the rev limiter. It does go past that rpm in third gear and I would assume it would do so in fourth and fifth. My car has all new AC delco spark plugs, relatively new MSD wires, a new fuel filter and I recently dropped my gas tank and everything's fine in there. I can't think of anything that might cause this. I don't have any SES codes either and the car drives beautifully otherwise. I'm also running a stock MAF that's been recently cleaned and I even swapped out a new MAF and it didn't change anything. I'm probably going to bring it back to my tuner this weekend to see if he can find anything wrong. He told me that the neutral rev limiter is set at 4650 and the in gear limiter is set at 6700. what do you guys think I should do?

Definatly sounds like a tuning or calibration problem.
